Multiplayer lobby with fixed setup - does not use Balanced

I created a lobby for quali, another lobby for the race. On the first lobby, wings were 25-25 as the fixed setup. On the second lobby, the setup was the option 4, with wings on 13. The track was Jeddah.

Any clarification on which setups are used for the fixed option in the lobbies? Why did I have a sudden change of setups?
