PC HDR Brightness

Is anyone finding the PC HDR (HDR10) to be quite dark this year? The implementation in the F1 games has never been great but it seems especially poor this year, aside from the settings bug where it keeps disabling. The image isn't that different than SDR, not the contrast/bright spots you would expect and see in other games. 

Does anyone know if there's a way to improve the overall brightness of the HDR image? The peak nits seems to do almost nothing. I have a full windows HDR calibration colour profile so shouldn't be that affecting it. 

(Before anyone mentions the display, it's a FALD, 1400 nits Mini LED)
