Please help I’m about to break my racing wheel

Can someone please explain how I can level up my tech level? I’ve been playing hard, have an A-level license, but my tech level is still only 370, even after managing all the garage tasks. It feels like an absolute waste of time! The seasons are passing me by, and I’ve been trying to keep up by racing at least once a day. Now, the tech level is at 600, and I’m still stuck at 370. What am I doing wrong?

Also, why, when I play multiplayer online, can I only choose from a restricted set of setups? It seems like a really bad idea to spend all this time working on setups if you can’t even use them in online play.

also, why do I smash my friend in a race but when I get online, there’s absolutely no way I could keep up with these guys that have obviously have set ups and I’m stuck with a standard choice that I don’t even know what I am supposed to choose for that track. Cause all my are saved
