Why does the Safety Car not exist?

It would seem safety car will only come out when 2 cars on track are stopped at the same time. So doesn’t come out during mechanical breakdowns unless another car crashes into them or when a Ai is scripted to spin and other Ai cars or you get caught up in the accident.    Breakdowns and spins don’t happen organically.  When they happen for you’re entire career is determined at start off your career.   This game is the only place where the Ai is regressing
