I have this issue as well.
I have saved a lap from Miami (WET), where it can be seen on the back straight, and the fast corner section leading up to it.
Since I am ahead I should have the advantage down the straight, as I push the throttle first, but no, Norris behind me can gain up to 0.5, 0.6 sec.
Notice I am using Overtake, and the Lap happens to be my personal best for the entire race.
I didn't save the lap, since I had music in the background, but because of this Norris managed to get ahead of me on the straight, and on the next lap, now him being in front, he managed twice to eek out 1 sec down the straight. It did drop to 0.5 sec again.
This is a problem on all tracks I have raced so far (Bahrain, Australia, Imola, Miami)
I have attached my game settings. Since this is from Career, I have also attached the performance table.

Generally AI seems to have extra speed in the race. I finished 11, and based on personal best lap times, I should have been 12th. But I qualified 7th. (In all 3 Q rounds btw).
And no I am usually very good in the wet.
This is not just a problem in Miami, but all locations.
I know in the video I race with a Haas, but it still shouldn't act like this.
In F1 2020, which was the previous game I played, I was at difficulty 82, and I was about to increase it, when I bought F1 22.

This is beyond painful… it’s impossible to have an enjoyable race with the AI breathing down my neck and passing me when my lap is better everywhere else but out of exits. It’s not fair
