I'm just going to confirm this is an issue for me as well. Been playing the series for years around 95% difficulty and suddenly the AI is way faster than me this year. Last year that difficulty was doable for me but much more challenging than previous games. This year I've lowered to 85% and am still significantly slower than the AI. Something is amiss for sure.
As a player who uses auto gears and TC on a controller getting out of the corners seems to be a real challenge relative to the AI. I've just finished a driver career race at Canada and every lap was losing about 3-4 tenths out of the hair pin. All of the heavy traction zones are the same, which shows up well on the practise programs with the first half of every straight showing as a red (lost time).
By lowering the front and rear ride height to 2 I can match (or in some cases exceed) the maximum AI straight line speed at the end of the straight, which helps mitigate some of the problems. However, it makes overtaking under the DRS a real struggle as it's so hard to stay in the slipstream.
Hopefully the adjustments to the torque mapping will make a difference.
