The pit stop strategies in this game are all messed up, and I think it's due to the fact that the teams in the game don't have access to all the tires they are supposed to have.

It shouldn't be as the 1 pit stop strategy of the earlier versions was always without the second (M) available for the race, but yes I think the point should be fixed together with https://answers.ea.com/t5/Bug-Reports/Wrong-tires-mandatory-free-choice-of-tires-not-possible/m-p/11634305#M3068, if that's what you mean 🙂
