I agree that the AIs in Baku are too strong and I believe it has to do with 2 main things (that are linked together):- How they can easily keep their tyres at the perfect temp (giving them more grip/performance)
- Track nature/characteristics (slow & short corners with long straights in between them).
It's very tricky for the player to keep the tyres at the ideal temp in this track because the corners are too slow/short, meaning they don't increase the tyre temps as faster/longer corners usually do - and the long straights help to decrease the tyre temps, so.. when you put these two things together, it's just hard to keep the tyres warm (in Baku, it's very common for the player to end up with lower than ideal tyre temps) - and also because of these things, it's a nightmare when it rains..
BUT..
As I said before, the AIs can ALWAYS keep their tyre temps perfectly at 92 ºC, no matter how much they push, or even how slow they go, so.. those track characteristics described above do NOT affect the AIs - only the players - so the AIs can ALWAYS have their tyres working on the ideal and perfect temps, while the player struggles to do the same.
And there's also the fact that the AIs have a super acceleration + super top speed, especially out of slow corners and during long straights - which is 99% of Baku - so.. there you have the perfect recipe for the AIs (and how they were coded in this particular game) to have an amazing pace/performance - and the same happens on a few other tracks with similar characteristics, like Singapore and some parts of Miami, Abu Dhabi, Hungary, Zandvoort, etc)..
Once again, I must say it: the AIs NEED to be adjusted/improved (better coded) so they can have a more 'fair' pace compared to most of the drivers - unless you are a super good driver, or even an E-sports dude, or something, which the BIG majority of the players (me included - lol) are NOT...

You are right and it's pretty much impossible to find ONE specific AI setting that would fit all of the sessions, of all of the tracks.. but this already happened on previous games..The problem is that this AI discrepancy is even worse in this game (F1 22), which makes it even worse and if you want a fair/good competition throughout the entire season, you should set the AIs level differently pretty much for each track (which is super annoying, of course)..
And yes, it's also normal that some people find the AIs harder at some particular tracks and easier on other tracks and vice-versa, because that also depends on each player's experience/skill level and driving style - but still some specific tracks are clearly harder for most of the drivers (like Baku, Singapore, etc) because of how (badly - cough, cough) the AIs are coded in this game, making them a lot stronger than they should..
