AI tyre usage for short sessions

If you have a single qualifying session and a 5 lap race, and the AI uses 3 sets of softs in qualifying, they use mediums for the race which is very dumb. The AI should all use the softer tyre allocation so that they have softs for the short race as well.

@PerkeezFTW Even though your only playing short qualifying and 5 lap race. The game is scaled as though the ai have done the full race weekend. So it would use all its tyres and by default would use mediums for the race. As that is the mainly the starting tyre for a real world race.
