I had this once but I fixed it and can’t remember how. And game on track is looking awesome:
my settings if they help.
console is in performance mode in saved data and game menu. And also in game along with motion blur on 0
vrr is set to automatic and I’ve tuned unsupported off
And display settings are in picture

@RemWal96 @Sorry I couldn’t help: maybe tinkering with tv screen settings is worth ago.
Ive got a Sony tv that downloaded an update that apparently optimises tv and ps5 settings. But it keeps peak luminance set to high. But every game runs better with it off

Maybe bad ray tracing implementation.
When watching replays it works; shadows are good and no more pixelated dots over the cars. But when playing, it is really bad.
As I said before, it started on F12021 and since august, they don't know how to fix. It didn't happen on previous games like F1 20, 19...
