Can't change tyre allocation set after 1st Race of new season

With an ongoing driver career, the tire allocation is fixed to "Hard" and one set of medium allocated in P1, the rest are softs for P2 and P3. The second set of medium and the first set of hards is locked for qualifying. The result is that for qual you only have 2 sets of soft and you are forced to use Hards or mediums. This has happened since patch 1.15. 

If you start a new career, it appears to function as intended in the patch, at least for the first race. The problem is for ongoing careers.

    @CharlesAD This is the problem once you select a allocation at the first race: your stuck with it. You should be able choose a allocation before each race
