China and Portugal

That's exactly what happened with Vietnam though.
@Meza994 covered my guess: Portimao and Shanghai will be post launch DLC, free or paid for.
Edit: China was in the last game because of Braking Point.
Making a new track (Portimão) and releasing it in October 2021, to just throw it away now, would be stupid.

As above there is a good bet Portimao will be DLC for F1 22 anyway.
