My guess is Prost.
Most likely the least used of all of them since hes not really available until season 3 and then hes competing with Schumi and Senna as well as all other popular drivers.
Recently let go by Renault/Alpine so might be issues with him driving a Renault powered My Team car if it ended sour. Probably expensive to license while not being popular enough and noticed he recently got demoted from Gold to Silver in the 21 game. None of the others have any reasons to not be in unless they personally said no.
Schumi and Senna could be removed to potentially sell again later though with their popularity..

Okay, interesting why they can't will add to game possibility change number colour and design. Another interesting attention is words what we can't use in My Team mode . We can't use the following words in team name:
Sauber
Honda
Racing Point
Force India
Renault
Scuderia
Toro Rosso
Few things what would be great see in future F1 games are:
1. Similar helmet creator what is in Moto GP videogames and similar livery editor what is in WRC 10.
2. Possibility renamed engine. On season 2001 Prost use Ferrari engines, but Prost used name Acer about engines.
