@ScarDuck14 as I said above, it still happens with the virtual mirror and all ghost cars disabled, and with the default camera settings. The only fix is restarting the game. After restarting it, if it runs normally, I can keep everything turned on and even widen the FOV and it doesn't affect performance.
I also noticed that if I enable VRR on the TV while the game is not running smoothly, there's a lot of flashing in menus and the brightness seems to fluctuate during gameplay, matching the stutters.

@REDRA-11If I force vrr I just get the loading screen flashing.
Sorry can’t help you with this. I’m clean out off suggestionsOther than FOV. I run -10 to -15. It’s a long shot Decreasing it will slightly slow everything down. Which may help refresh 🤷♂️

At this point, I don't know how this could be anything else other than an issue with the Xbox Series X version. To recap what I've tried and didn't help:
- Disable virtual rear view mirror
- Disable ghosts in TT
- Reset camera settings to default values
- Run the game with the console in offline mode so there is no background networking
- Disconnect the external HDD from the console so there is no background activity from it
- Do a full shutdown of the console
- Cleared the system cache by unplugging the power cable and attempting to turn it on
It's as if the game sometime starts in some low-power mode and sorts itself out after being restarted.
The PS5 version doesn't have this issue.
