This rule was implemented in Formula 1 in 2018. In the game, this rule was not included. as we can choose our numbers in online mode, it would be really cool in blue flag cases to show the car number on the led panel We want the game to follow Fia rules.

To further explain how blue flags sit on the ground: - A flag marshal is usually informed by the race direction via radio that the leading car is number XX and that car number YY is in front of him and will need to see blue flags. So when YY approaches the checkpoint, the flag officer needs to wave the blue flag for him. (and, or, in Formula 1 there is also the blue flag on the panels that F1 brings to all races and that are controlled by the Race Direction. These, since 2018, are showing the number of the car to be run in blue on the screen so that the driver finds out easier, he is the one who will be overtaken by the race leader).
The dashboard can be manually operated by the Marshal Panel and then you will see a blue flag displayed on the dashboard, or it can be operated by Race Control and instead it will show the car number which will also be cut in blue. No matter what car it sees, the flag must be aware that a faster car is approaching to pass it.
