How often does the bug occur? Often (50% - 99%)
Steps: How can we find the bug ourselves? Load a solo play or online race with varying types of weekend structures and there will be major flickering and flashing during pre and post match cit scenes, to the point where you can't look at the screen much.
What happens when the bug occurs? Seems like flashing / flickering of the content over the frames of the cut scene. But once you get to a race or a menu the no longer occurs, so cannot be a connection to the PS4 or the TV.
What do you expect to see? A smooth clear cut scene running through the pre and post match broadcast cut scenes without this black line / how content flashes!.
