Although this is true, we were able to use Alonso's 14 in 2019 and 2020 and we can use Hulkenberg's 27 in both 20 and 21 so I'm not sure that it'll stay unusable. It's possible that because Mazepin would have probably been present in the game in the very early builds that they just havent enabled the number 9 yet or forgotten about it after they replaced him with Magnussen.
