I have the exact same issue on steam for over two months now and nothing is fixing it.
Uninstall and reinstall doesn't work
Veryfying integrity doesn't work
Changing ERS settings doesn't work neither does changing control bindings
I was wondering if there's been a fix for this as the game updates have done nothing over the past two months and this issue makes the game un playable as you get no ers power which makes you uncompetitive in the race.
Tried to raise a ticket about this issue but it was closed immediately with no solution offered.
What controller?

.Disconnect controller.
Delete the controller schema if modified (use keyboard).
Exit game.
Verify Steam files. Delete hardware_settings_config.xml
Connect controller. Verify detection in Windows and registering of buttons in game controlller properties.
Launch game. Verify mapping in default schema, do not remap. Check ERS works. Create custom schema, save and play.
