Is anyone else still having issues not receiving the loyalty items that were supposed to be received even after the latest patch?

So, ever since the patch I cannot speak to the engineer, no command, Xbox Series S.
And also maybe personnel stats boosts are back to the standards of 2021? Sainz is irrealisticly flying and obliterating all the other drivers!
