To answer your question because Codemasters dont care:
1. No Formation lap in multiplayer: 92°C for everyone
2. Formation lap on broadcast: 92°C for everyone
3. Formation lap on Immersive: host is on what he gained in formation, others are on 70°C
Tested on 1.09 Steam PC Multiplayer sessions

I do not care too much as I always do it, however I was expecting 'No Formation lap' to be fixed also offline but from telemetry it looks not, at least this is GP mode (69°C at the start):
