Is that possibly below the minimum spec. quoted for the game (I've seen a 1050 Ti mentioned before I think)? I know you'll say it was working before and hopefully you or some other PC expert (not me!) will be able to figure out a solution for you but I fear this may be part of your issue.
I have to agree with this - everything seems to be stuttering now and it was fine before.
I'm also having the problem of my car misaligning with the camera and then getting horizontal stuttering. Really frustrating.
I'm running an above recommended spec PC and it's stuttering about twice every second making the game very unenjoyable and borderline unplayable. The stuttering is the same everywhere in the game, even on the menu screen.
The stuttering was there since release but it has gotten worse since - I'm sitting out of my league races because of it.
Seems very odd because I didn't have this problem with the previous title.

WHY? Why run on a stupidly low resolution and with zero graphics options turned on?
This is a troubleshooting option IF you are experiencing issues at a higher setting which you know is causing issues BECAUSE
a) you have a CPU that is nearer Minimum than Recommended spec
b) you have a GPU that is nearer Minimum than Recommended spec
GPU drivers alone do not make a system perform well - check mainboard updates (UEFI and driver), sound drivers, LAN drivers, USB drivers (where applicable) and supported / updated OS configs. Please disregard EA/CM OS minimums and ensure you are on the latest PUBLIC build.
You do not need to run the game as Admin. You would be better checking for clean boot then closing the unnecessary programs. So much stuff is autostart on PCs, it's ridiculous.
Disable / uninstall manufacturer mainboard bundles (RGB, Tuning, etc.) buy the performance you want without 'free' OC.
