No you can’t use your ps4 saved game data on PS5 you will have to start again.
your game is tied to your psn account. So you will still get any unspent pit coin and unlocked content such as liveries etc
To possibly clarify, you can't use a PS4 save with the PS5 game but you can install the PS4 version of the game on your PS5 and then continue where you left off using your PS4 save. The PS5 version isn't hugely different so doing the latter is what many do.
