I am having the same issue but on ps4
Maybe the issue is geographical. Where do you all live? I'm in the UK.

On both EA app and Origin

italy, btw you can play career mode just setting origin offline, upper left click on origin then "go offline"
The Netherlands here, having the same issue.
I find it absurd that a game needs to have a server-connection with EA before playing offline games.
Like ordering a coffee but you can only do so while taking a menu with burger and frice.
