I’ll add some to this. I’ve been experiencing the same problems on PS5 since the Sports Liveries update. Have tried reinstalling the game, deleting save data, rebuilding database on PS5, manual DNS settings, different networks. Nothing helps.
I did turn off internet connection and the game let me connect in offline mode (no online features). Turned internet back on and tried to reconnect, experienced the infinite “connecting to online services” message again.

Unfortunately this is still occurring after the 1.16 update, it appears to not be fixed.

Another update from me: I unlinked my PSN from my EA account and then linked my PSN account to a new EA account. I still cannot connect to F1 22 and continue to receive the "Communicating with Online Services..." message. I now cannot unlink my PSN from the new EA account for six months, so my advice is don't try that. I guess the problem is with my PSN account?
The only solution I've found was to create a new PSN and EA account, which in my opinion is a terrible solution given I've had my PSN account for 10+ years and don't want to switch to a new one just because I can't connect to EA's servers on this account for some odd reason.
At this point it's in EA's hands. I've tried everything else I can think of and just can't find a decent solution to fix this.
