Same issue. VR version is unplayable on Oculus2 using SteamVR and oculus link cable or virtual desktop. On the laptop screen looks fine only VR is affected. Also 2d screens on VR are fine. Issue only present when in a car.
i had this issue too, how i fixed it: set the resolution in the Oculus Application and in Steam VR Settings to the same value. (For me, it is 4128x2096 in Oculus and 2064x 2096 in Steam VR

I have been reading this board and had the same jittery problem as many others.
Reverb G1 and G2 both the same problem

RTX 2080
Aurora R8
Logitech 920 driving wheel
Seems it is now solved. Now very smooth in the garage and while driving. Graphics quality is good. Restarted the game a few times and all looks good.
What seems to have instantly made the difference was changing WMR setting in windows to 60 Hz from 90 Hz and display resolution set to 4320x2160
