FOM could choose to do whatever they want once the current contract ends (subject to any long term clauses) but games companies will pay more for exclusive rights which I think is why this is how it tends to go with moet games. It's also probably more straightforward for the rights holder to just deal with a single games company to be honest.
It's on console where the lack of competition is the biggest factor I think as there's no alternative way to race all the F1 tracks, unlike on PC I believe. For me personally it's the tracks that more than anything else that makes me stick with the F1 games. I don't own GT7 for example.
