I guess this is how it's supposed to be people... imagine you pause the game and turn the wheel by accident and not knowing you did this. When returning to play the wheel would be in a different angle and the force feedback would instantly try to correct that. This is not an issue on these belt/gear wheels but could hurt one in a direct drive wheel.
It takes 1ish second to get back and I believe it's for safety.

I thought it was by design. It's kinda useful as I'm not always 100% sure what forces will engage right after flashback returns. Imagine to flashback to a moment, when there was some force-feedback from chicane. Some wheels may rip your hands out then 😉
