Game overriding Steam VR resolution even when said option is turned off

Summarize your bug: The game overrides Steam VR resolution irrespective of the "Override Steam VR" toggle being off/on. This results in inability to specify the game's resolution, thus rendering the game unplayable with weaker PCs.
Which area is the bug/glitch in? VR Settings
How often does the bug occur? Always
Steps: How can we find the bug ourselves? Enable/disable "Override Steam VR" toggle with VR settings. The toggle does not have any effect on ability to change the resolution via Steam VR. Having changed resolution in Steam VR, upon launch the game overrides the resolution even if the setting has been disabled. I have tried deleting e.g. steamvr.vrsettings within C:\Program Files (x86)\Steam\config and reinstalling Steam VR without success.

What happens when the bug occurs? Game overrides resolution specified within Steam VR when it should not.
What do you expect to see? I expect the game not to override Steam VR resolution unless the override setting has been enabled.

    @CoconutR6 Might you have the render scale in SteamVR set to auto. If you have, switch it to custom and make sure the slider is at 100%. Also check in the per app settings for F122 it's set to 100%

    That is not the case. Both Steam VR resolution and per-app resolution are set to custom. It does not matter what I set the resolutions to be within Steam VR. As soon as the game is launched, they are overridden even when the in-game toggle is set to off. This is very clearly a bug as indicated in the original post.
