I'm curious about this, too. I was just about to create a topic for it (funny how this one didn't come up in a search, but it did when I typed the title for my post).
It's been this way since the beginning of career modes in F1 games. Is there something technical preventing the shuffling of garage positions? Something contractual? Just haven't "gotten around to it?"
Inquiring minds would like to know.

@wgeoBecause F1 compared to all other motorsports (NASCAR being the exception but it’s also regional) has by far the biggest worldwide fan base. As F1 games are series specific its F1 fans that make the majority off sales. And a majority off those are casuals who buy it cause they want a few hours off fun here and there racing their favourite F1 hero’s on the same tracks they see on tv. Most don’t race online or more than a season playing career or my team. Most will just select their favourite driver in GP and do one off those races at tracks they enjoy watching on Tv.
And despite F1 being a massive billion dollar sport it’s fanbase is tiny in comparison to racing games with huge amounts off different content like Gran Turismo, Forza… Not to mention other genres like FIFA and COD.
So that means much smaller development budgets etc. With smaller Development teams means time is at a premium.
So finally TLDR
It’s results in intentional choices off what’s added and not added in the game. It’s a Simcade for casual gamers with pads. So Accessibility and Gameplay being priority and demands put on them by FOM. That give a good representation off F1.
Things like changing garage depending on where your team finished the season is something majority off players wouldn’t even notice. If they do they wouldn’t really care.
Is it Right or wrong? I don’t know. But I do know if this. The game lives or dies on whether it appeals to the casual majority. Making it more simulation than arcade will make it harder for father/mother and son/daughter(younger kids) F1 fans to pick up and play and have a blast for a hour or so.
That’s why things like changing team garages and leaves on the track and birds in the sky. Are not added. Because little things that most don’t notice or care about…. Use up time and money.Well that’s what My enquiring mind tells me😂
