How does "equal performance" affect the grid in GP mode?

How does Equal Performance affect the rest of the grid in Grand Prix mode specifically?  Are the AI cars also turned to equal performance, effectively turning F1 into a spec series?  Are the driver ratings also neutralized so that every single driver/car has the same stats and it's a perfectly even field?

    @OatmealB0wl Spec series, Driver ratings still at work but each AI is not 100% consistent but rather performing within a certain range so it might happen Russel/Hamilton performs worse than Sainz/Perez or the other way around. Only "skill" is the difference in this mode
