Same problem here, Moza R9 wheel base and GS wheel. The wheel lock is correct (1:1) when stopped, but as speed increases the wheel sensitivity reduces. When the car is stopped, turning the Moza wheel 180 degrees results in 180 degrees on screen, but once the car is moving, the on screen wheel won't go past about 120 degrees even with the real wheel at full lock (180). Any wheel shake (from bumps, curbs, etc) shows big wheel movements on screen, without moving the controller wheel. The force feedback is active, you can feel the bumps, it's the wheel movement that's not correct. Switching over to a G25 on the same PC doesn't have any of these problems. The force feedback is more realistic with the G25 than with the Moza wheel (which is a 9 Nm direct drive wheel), which shouldn't be the case.
I agree that the game seems to be treating the Moza R9 base as if it's a game controller.
