Multiplayer - Bugs under Safety car

Summarize your bug There is a lot of bugs under safety car: Sometimes people overtake safety car (when they are supposed not to do it) and they don´t get disqualified. The safety car then never ends and drives around the track for the rest of the race. OR it ends immediately and we can race, but the safety car is still driving around the track. When i get hit lightly by another car under safety car, then i have to let him pass me otherwise i get penalty. (they often won´t pass me no matter what I do so i get the penalty and also a lot of other cars pass me, because I´m almost not moving to let him pass) When somebody brake checks me under safety car, then i get 5 seconds penalty. (+broken front wing) When somebody crashes me heavily under safety car, then i get 5-10 seconds penalty and have to let him pass otherwise i get more penalty. When somebody spins under safety car, but doesn´t run out of the track and I pass him, then I have to let him pass him back otherwise i get penalty. But he is not able to get in front of me in 15 seconds so i get the penalty. Often there is a message to stay behind safety car/a player but all of a sudden there is 5+ seconds delta for me. I´m not able to get rid of the delta in the 15 seconds because i would brake check a driver behind me.... -> I get 5 seconds penalty

Steps: How can we find the bug ourselves? Just try to play multiplayer. Probably get it on the first try.
What happens when the bug occurs? Frustration from injustice.
What do you expect to see? Innocent, polite drivers shouldn´t be getting penalties for getting crashed by rude drivers. Crashing other players on purpose should lead to disqualification of the rude player and probably banning him if this happens often.
If a player doesn´t have good qualification, then he starts at the middle or the end of the racing field. There are these drivers who just want to crush other drivers. After first lap I often don´t have my front wing and I have 10-15 seconds of penalties even tho I´m trying to drive as safe and possible and I´m not even trying to overtake. (Just waiting until all the first lap madness ends)
