Summarize your bug When a player doesn´t load in requested time, then the lobby bugs and the race won´t start until the bugged player closes his game (alt+F4)
Which area is the bug/glitch in? Multiplayer - Social play - Experienced drivers (but probably any multiplayer mode)
How often does the bug occur? Most of the games (75%+)
Steps: How can we find the bug ourselves? Just try to play multiplayer. Probably get it on the first try.
What happens when the bug occurs? The bugged player has a loading sign at his name. But most of the times also another players has this sign at their names. Often we can´t find out who is the bugged player. If this bugs happens at the lobby(where I can press ready and choose car), then it´s possible to kick the bugged player, but in another loading screens in multiplayer it is not possible. I have to wait until the bugged player closes his game. Or I leave if it takes too long and I try to find another lobby.
What do you expect to see? The player who doesn´t load in requested time should be kicked out of the lobby and the rest of the players should be able to play.
This bug was already in F1 2021, but not so often.("only" ~50% of races) It is really unpleasant, because I spend more time waiting in bugged lobbies than I spend driving.

today I got stuck in loading screen. I was very quickly kicked from the session and other players could continue with the game. Also I restarted the game and I was able to connect back and take over my ghosted car in the race.
I don´t remember exact error message. But it was something like: You did not load in requered time and you have been kicked.
I was very happy to see this and I spent a lot more hours playing the game. This was the best day on F1 22 since release. I could see, that people were getting disconnected from loading screens if they got stuck and the loading immediately continued. The whole day there were no problems with lobbies. Only with one exception. It´s possible to get stuck in loading to the main lobby, where we pick cars. But it is possible to kick the bugged player if enought players vote.
This is very effective way of solving the problem. Thank you, but please for the F1 23 solve the root of the problem.
