My Team Facility upgrades not working

Summarize your bug Cannot upgrade Aero on car in my team due to the r&d screen saying I need spec 1 despite me upgrading to spec 1 quite a few races ago. This makes My Team unplayable as the car cannot be developed.

Steps: How can we find the bug ourselves? Simply enter My Team and try upgrading Aero on car when your facility is spec 1 or higher, and the r&d will still tell you that you need spec 1
What happens when the bug occurs? Cannot upgrade aero on car
What do you expect to see? The options to upgrade aero on car for a spec 1 facility
Screenshots of bug attached, I've tried reinstalling the game, verifying files etc, nothing has fixed the bug. At this point its ruining this game for me, dealing with all these issues the game has had since launch. Certainly regretting preordering Champions Edition and will not be doing so next year unless these issues are sorted and we're assured there won't be these kinds of problems on next year's game.
