I watched your video earlier in the week and what you're seeing isn't normal and I don't think is affecting all PS4 players. I play on PS5 and it doesn't do this to me. An audio message in your clip spoke about a safety car when there wasn't one so something odd was going on. I can only think of two things worth trying as a user which might make a difference which is to uninstall and reinstall the game, and to try a fresh game save. To do the latter you can save your current save to a memory stick (or to the cloud if you have PS+), delete the save file from your console and then launch the game.

I play on a computer through Steam, with steering wheel and pedals.
Do you play the PS5 with a steering wheel and pedals? or a gamepad?
Because if you are playing with a gamepad, it might go a long way to explaining why some cars bounce around as ghosts, like in the video at the first corner. In my opinion the car that ghosts through me at the first corner is not steering consistently. I think it might look like consistently hitting the left and right arrow (do gamepads use arrows?). All the other cars in front have more consistent lines because they have a steering wheel? Maybe?

I play with a wheel and pedals. Players who use a controller are still perfectly capable of telling if ghosting is on when it shouldn't be though.
Re. your league comments above you should note that huge numbers of F1 leagues don't use the in-game league functionality, but rather host their races in social lobbies. Using game trophy stats for league participation will therefore likely be a significant underestimate.

Thank you for your post. You are a Champion, so you must know your stuff, and thank you for taking the time to answer queries, I am sure you have helped alot of people. I am not a techie and have 2 or 3 other problems with F1 22 software, but I have never reached out because I have felt I wouldn't get an answer, but seeing Champion contributors like yourself, well maybe I could get an answer. This week I am going to put my queries to the Technical issues people. I would love it if you could take a look.
Regarding what you said about leagues. Firstly, I know I am not great at explaining myself and I think you may have misunderstood what I meant. I don't understand "in-game league functionality, but rather host their races in social lobbies".
-I don't want to use the league stats.
-I want to use the "Weekly Event - Grand Prix" Trophies
-I called my League Expert Pro or Elite and I wanted to see Trophies like the pics I have attached, before anyone could join the league.
-I think it would have worked, if I had the patience to wait, don't you?
-In fact I did find a league called "Elite" but I didn't like the settings, I think I might join that league and ask if the settings could be changed slightly.
Thanks Ultrasonic, I have been inspired to do a couple of things today.
