TC on vs TC off is about 1 second a lap in the benefit of TC off.
If you are going for absolute performance, turning TC on is a handicap to your lap time. Realistically, if you have 'graduated' past TC, you should be quicker than those who have it on.
Also, you can do this in the in-game lobby settings as host.

For many I think the difference is more about having to drive more cautiously with TC off to avoid spinning. I'm slower with TC off for this reason .

I agree with you. When people say that TC ON is 1 sec slower than TC OFF, they compare the best times of an Esports level driver. But an Esports level driver can extract 95 - 100% out of the car on throttle. I can probably only do 85-90%. Because I spin when I push. So I never really push. Which makes TC OFF slower than TC ON.
I have raced in both non-assists and assisted leagues. Had great fun in both leagues, but it can be a bit annoying to see assisted drivers being slower overall but are difficult to overtake because they can take more risk in their moves.
In the end it's all about choices. If you don't like racing assisted players, find a non-assisted league.
The point here is that it's not possible to find a league where everbody uses CPC. I don't want to drive with CPC, but if I did want a race on level playing field, it would be nice if the host could set CPC to mandatory in the settings.
