Overtake Safety Car

According to this year's rules, all lapped cars can overtake the safety car when it's safe to do so. Why hasn't this been implemented in the game?  There's been one particular occasion where I had...

    @ArkaniaDanteBecause it's too complicated to code, and because there's no other licensed F1 game for competition, period.
