@gatorlb The rules regarding tyre blankets have changed, so tyre temps coming out of the blanket aren’t as high as last year. So it does take a lap to get them upto speed. Whether the ai are effected by these lower temps, i dont know.
The point of the setting you raised is mainly for the esports guys. If your in the merc garage the tyres will lose even more temps coming down the pit lane compared to if your in the hass garage. It makes things more equal when running equal performance cars in league races.

If you change tyre temps to surface only they will always be around the optimal temps . They will wear as normal but will be more resistant to heat buildup
