Since there is already a mechanic for driver development, I would just make the personnel facilities to improve the development of a driver (or slow down the loss of stat points for drivers above their peak). Level 1: the driver can reach its potential 10% quicker, level 2: 20% quicker, level 3: 30% quicker. So if you hire a driver in age of 20, who would reach its full potential in the age of 24, he may reach it in the age of 23 already. This seems to be realistic and not at all gamebreaking for me. If you hire a rookie, he always needs to develop his skills first, and he will not immediately be better when he joins a team with great facilities.
Maybe the facilities could also lift the potential of the drivers (so not the stats themselves, only the stats the driver could reach). But I am not sure about this idea.
While adding this, I would also tweak the development of drivers a bit. I would like the stats to change a bit faster and more drastically (especially for younger drivers) and depend more on the drivers result and age. So older drivers or drivers which just do not perform well should have bigger drops in stats, while younger drivers and drivers who outperform their car should improve faster.
