No, it isn't. The reason, I assume, would be because unlike China, Portimao was never a part of this years race calendar. China was originally supposed to be raced on in 2021, but was cancelled and replaced with another circuit, hence why it was still in the game last year. I would imagine this is part of the licencing agreement with F1 and Liberty Media, and was added to the game just because it's a fan favourite, and it's a cheap and easy piece of content to add while they get to fixing the plethora of bugs.

Taking an exact meaning of the quote, only the first year would be a fixed schedule. Each additional year should be able to have a flexible schedule and add the new tracks. The only limitation would be their schedule design and coding effort. Or maybe they want to wait to market this as a ‘new’ feature in next years game?
