Check that the connections to the base and to the electrical network are well connected. Something similar happened to me and that was the solution.

An other solution is to go to the calibration settings in the game and add a few ticks of Brake Deadzone. This will allow a small amount of pedal movement to still register as 0 brake. It will be linear past that point. I use this so I can gently rest my left foot on the pedal without worrying about activating the brake.
