That's just a looping sound of the engine at high revs. It occurs when there's no more higher pitch sound available, so it constantly loops between two sound patterns. Somehow the devs couldn't fix it for many years.
- @Blackbird90 With the Redbull engine it occurs also in 3rd amd 4th gear
