Not if the companies aren't going to be on the IRL cars, just available to select as sponsors on your Custom liveries.
e.g. INEOS would have to be licensed (clearance) to be on the Mercedes (probably negotiated as a sign off across FOM, might even be in the game licence).
To comply with PEGI3 any adult sponsors (alcohol, tobacco, etc. although these are regulated / banned already IRL) would not be selectable.
But if you wanna put INEOS on a custom livery, it's advertising. However, this might need some policing as you could create a banana coloured car and that might not sit well with INEOS, some kind of bot / approval process might be how it goes.
But, IDK it appears to be moot if the Sponsor Footage is faked. It would be nice instead of the 'Mickey Mouse' sponsor logos we have could be replaced with RL examples.
