Ouch, that is a lot! Is this Career, which Season? If yes perhaps the more you get a faster car the more you need higher fuel but I may be wrong as I usually play in GP mode and I don't think it may be compared too much. In any case if you can try to run your "own" fuel program using a telemetry tool.
Personally I do it and it works very well:
I run 100% race length so in Bahrain 57 laps. The game suggests 109,2 kg which are 60,6 laps (+3,60).
My tests said 102,75 kg, I started the race with 103 kg which are 57,2 laps so +0,20. I ended the race with +0,10 laps (0,18 kg).
To be super sure you may add a further half a lap... 😉
