No it's not. You can set Time Trial times using either Realistic or Equal performance. You select option on the page where you select your team.

- @NitzanOhana Career mode, no. Cars have different levels of development which change over time.
But you can set cars to Realistic Performance in Grand Prix mode however. So you could create a Grand Prix season with all cars set to equal performance which would be similar to a Driver Career mode, there just won't be any facility upgrades, car upgrades, resource points generation, etc for obvious reasons.
