the reason it never got changed for my team in 2020 was becasue of how late the performance update came and to not impact players who were already mid season or even multiple seasons into the career, they nerfed the drivers who drove for ferrari instead

they did nerf ferrari ai drivers in my team but not through a driver stat it was explained on codies forum when the game was in it's life cycle what was done, all other game modes yes the ferrari and ferrari powered cars got nerfed in 2020
but regarding f1 22, engine and car performance are clearly early season/testing spec and will get updated once codies have had chance to go over the data from races & teams to make the changes
tbf i think they could just make it like with driver ratings where they ask you if you want the updates to affect your career save
