If Pitcoins can be bought by players for real cash, and EA knows who should be getting free Pitcoins as part of their initial game purchase, why does EA simply not just put Pitcoins on to those accounts?

Presumably the nature of the problem means they can't "simply just" do that, otherwise they would have done it in the first place.

In order for that to be the case, the entire pitcoin purchasing system would have to be completely broken, and/or the player account system would have to be completely broken. As I see no complaints about everyone not being able to buy the game on their EA account, or on Steam, and no reports of EA's shop system being down (and lets face it, not being able to take our money would be a priority item on the fix now list) I can only conclude that they just don't care to try.
After all, if they do the blindingly simple and obvious thing of just *giving* people what they're owed another way, they might also suddenly fix the issue and then people will get MORE things that they *aren't* owed, even if that is just a small amount of imaginary currency that isn't even valid across multiple entries in a continuing series of games. This is typical Codies, and even more typical EA. Bluster, nonsense, silence, and nothing much else besides.

I preordered the standard edition (PS4 on CD) from Amazon and never received any of the bonus content. EA help just told me it is an Amazon problem and told me to talk to them. That was three weeks ago and I have done quite a few e-mails, chats and a phone call - and Amazon is confused as to how they are supposed to do this. At one point they offered me a full refund (actually a couple of times) because they couldn't figure out how to get me the bonus content. I told them I received the game and I just wanted the bonus content. They are still working on it.
Granted this is a lot of effort for something that costs $4.49 (5,000 pitcoins) - but it is the idea that since I preordered I should have gotten the content without hours of hassle - which apparently is not possible.
One last thing - I wanted the pitcoins not to buy a couch or new gloves - but because I enjoy doing the VIP challenges and the only way to get to that racing content is "pay" 9,000 pitcoins.
