I am not sure this can be considered a bug. Yes the tyre life may be capable of doing a 1 stop, but it is in 50% distance. If you try doing full distance races like real life, you will quickly find that sometimes 2 stops are quicker than 1 stops. After all, I would love to do 2 stints on mediums in some races but that's not possible, so S-M-M becomes an option rather than M-H.
It would be nice to see more strategies in 50% distance races but I don't think you can say it is a bug.
