Yes. I've never needed the driver either before - not even in F1 games - since the pedals only require the TM Pedal Calibration Tool. But this works for some reason. They probably made an adjustment in the code of the game to only see TM devices if the official driver is installed for some reason.

No they made the adjustment to get the full function of the pedal and the tuning. It's identical to Fanatec eco system. Standalone pedals, yes you still need the driver. Thrustmaster eco system is a one stop driver (almost - I believe the TSS handbrake and TH8RS shifter still have their own driver).
I believe on console the pedals MUST be connected to a base via RJ-12. Master race 😉
