Steps: How can we find the bug ourselves? Try to use thrusmaster tx wheel with games
What happens when the bug occurs? Wheel is not detected under control settings
What do you expect to see? Wheel to show up under control settings.

Plus there is a T-LCM mode for your pedals on the base

Yes I have made sure the base is in tlcm mode (flashes 10 times).
Yes I have leather wheel, also tried the openwheel which didnt work either.

Ensure you are not playing the game windowed (even Fullscreen (Windowed)). Use Fullscreen.
Do you have 3rd party AV software? Remove it with uninstall tools from the vendor after (e.g. AvastClear, NRT, etc.) Windows Defender is sufficient.
Are you using Windows Security Controlled Folder Access? Search 'Controlled Folder Access' from your search bar - turn it OFF.
Delete any in-game control schemas you have saved. Exit the game. Delete the hardware_settings_config.xml file in Documents\My Games\F1 22\hardware_settings, verify Steam files, relaunch game.
Ensure you do not have any non-standard settings to your Steam shortcut, also please make sure the Steam controller options are set default.
Post a dxdiag.
I have tried everything.
I only have windows defender, no other antivirus.
I dont have Windows Security Controlled Folder Access
Deleted everything in Documents\My Games\F1 22\
I am not using steam, I got the game on xbox game pass.

Okay. These titles have a history of not working well on Game Pass since 2019, there’ll be some kind of file issue.
Unfortunately I’m not familiar with that platform so I’d have to throw you back to their support.
I think there were some threads on the old Codemasters boards but they’ll be gone I think.
